Evaluation and technical support

The European Research Council is looking for organisations to help develop its evaluation and assessment framework. For more information, click here. Proposals must be submitted by 12 November 2008.

EU Legislation and consultations


Agriculture

Action plan for the sustainable use of pesticides, EC legislation The Council has adopted a common position on establishing a framework for the sustainable use of pesticides. A directive is under way which will cover plant protection products and, potentially, biocidal products.


Aviation:

Consultation on MRV for aviation in EU emissions trading scheme, EC consultation The Commission launches a consultation on monitoring, reporting and verification (MRV) for aviation in the EU emissions trading scheme. In 2006, the Commission adopted a proposal for legislation to include aviation in the EU emissions trading scheme. The consultation seeks stakeholders’ views on MRV in the EU emissions trading scheme and will uses as input guidance on MRV for aviation.


Chemicals:

REACH regulation 1907/2006 amended, EC legislation Following a review of the regulation on Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), Annexes V and VI have been amended. Three substances (Vitamin A, Carbon and Graphite) have been removed due to insufficient information on risks. A number of noble gases and substances have been added to the Annexes. .


Consumers:

Proposal for a Council Directive on consumer rights, EC Proposal The current regulatory framework is fragmented across the community; different levels of consumer rights are maintained in different Member States, causing compliance costs for businesses and a reduce in consumer welfare. The objective of the proposal is to contribute to the better functioning of the internal market and to increase consumer confidence in cross-border trade.


Employment:

Protective framework for temporary agency work, EC legislation Temporary agency work is currently not included in the directive on fixed-term work. There is, hence, a need of establishing a similar agreement and protection for temporary agency workers. To improve working and employment conditions for this group of workers and ensure equal treatment, a directive establishing a protective framework is underway.


Environment:

Greenhouse gas emission trading, EC legislation Regulation 994/2008 establishes a standardised and secured system for registries to safeguard that transfers and cancellations of allowances are compatible with UN obligations and the Kyoto protocol.


Transport:

Mutual recognition of driving licenses, EC legislation The principle of mutual recognition of driving licences in the EU requires Member States to establish equivalences between national categories of driving licences and the EU model. This Commission Decision updates a previous decision on equivalences between certain categories of driving licences taking new EU Member States into account.
