EU Legislation and consultations

Enterprise

Proposals to implement Directive 2008/42/EC amending the Cosmetics Products (Safety) Regulations, BERR consultation The consultation seeks views on the implementation of a technical amendment to the Cosmetic Products (Safety) Regulations of 2008, as stated in Directive 2008/42/EC. This restricts the permitted levels of a number of fragrance ingredients which are deemed to be allergenic. The restrictions apply to the substances whether or not used in a product as fragrance ingredient. .

Requirements for Accreditation and Surveillance relating to the Marketing of Products, EC legislation The General Product Safety Directive (2001/95/EC) established rules to ensure the safety of consumer products. Market surveillance authorities should, however, have the possibility of taking the more specific measures available to them under that Directive. So in order to achieve a higher level of safety for consumer products, the Regulation seeks to reinforce market surveillance mechanisms provided for in the Directive as regards products posing serious risk.

Environment

The Private Water Supplies (England) Regulations 2008, Defra consultation This consultation seeks views on draft proposals to introduce a new regulatory framework for private water supplies. The proposed new Regulations will apply to private supplies in England and will replace the Private Water Supplies Regulations 1991. The broader objective of the Regulations is to ensure that everyone who occupies property that is served by water from a private supply can be assured of the safety and quality of the water.

Towards a Comprehensive and Ambitious Post-2012 Climate Change Agreement, EC consultation Following up on in its recent Communication 'Limiting Global Climate Change: The Way Ahead for 2020 and Beyond', the Commission is seeking the views of stakeholders on proposed measures enabling the limiting of global warming to no more than 2°C above pre-industrial temperatures. Based on the key principle of common but differentiated responsibilities, the consultation aims to gather views on a number of critical issues related to the post-2012 climate change agreement.

Health and safety:

Proposal to amend the Marketing Use Directive (76/769/EEC), HSE consultation The Commission proposal to amend the Marketing and Use Directive (76/769/EEC) particularly concerns restrictions to the sale and use of paint strippers containing dichloromethane (DCM) to consumers and professional users. The consultation is seeking views on this proposal, particularly as regards the likely costs to UK consumers and professional users, as well as to the heritage and restoration sector. .

Social policy:

Population and housing censuses, EC legislation The Commission requires sufficiently reliable, detailed and comparable data on the population and housing situation in Member States. In particular, there is a need to collect detailed information on housing in support of various EU activities, such as the promotion of social inclusion and the monitoring of social cohesion at regional level. The Regulation therefore seeks to establish a common statistical framework at EU level. It will come into force on the 20 September 2008, and is directly applicable in all Member States.

Taxation:

Review of the Existing Legislation on VAT Invoicing, EC consultation Under the provisions of the VAT Directive (2006/112/EC), the Commission is required to present a report on the technological developments in respect of e-invoicing, and a legislative proposal if necessary. A draft report has been published, with recommendations to amend the Directive. In respect of this report, the consultation therefore seeks views on four particular areas of invoicing - the requirement to issue an invoice; the content of the invoice; e-invoicing; and archiving of invoices.

Transport:

Measures for the Implementation of Common Basic Standards on Aviation Security, EC legislation Under Regulation (EC) 2320/2002/EC, the Commission is required to adopt, when necessary, measures for the implementation of common basic standards for aviation security throughout the EU. There have since been 14 amendments laying down measures for the implementation of the common basic standards on aviation security. The Regulation therefore consolidates all amendments into a single, more coherent piece of legislation.
